Don't see why they would be incompatible. Beside, Villain Protagonist is a trope while Complete Monster is a YMMV.

Darth Bane and his apprentice Darth Zannah were listed as CM at one point, and both are Villain Protagonists.

Oh uh for the most famous that I can think off listed. Would be Light Yagami, Frank Underwood and Patrick Bateman

Yeah, a character can be both, though it's rare to my knowledge.
