Someone pointed out that Lobo would be a much better DC Deadpool then Harley. Which makes me think the only reason DC went with her is because she also wore a red and black costume.

DC can't make too many things focused on a character who isn't Batman adjacent.
Lobo is not supposed to be sympathetic or relatable at all. Even Deadpool and Harley at her worst have traits you can sympathize with, but Lobo is fully unrepentant and his only two good traits are 'loves dolphins' and 'sticks to his given word'.
I love Lobo a lot but it takes a willigness to accept Refuge in Audacity to like him.
Guy fragged his own planet as a school science project and gave himself an "A". Made worse since the Czarnians were a peaceful people.
And it's played for (dark) laughs.

Aside from whoever the next character they bring along to play as.
Also, while Deadpool as a character has obviously developed over time, the key ideas have remained the same. Meanwhile, with Harley, the original idea for the character (somewhat sympathetic Joker henchwoman) has significantly shifted (to a anti-heroic Deadpool expy). Deadpool is more (consistently) liked now than Harley because he is more of a consistent character and therefore, even if written poorly, people can still see aspects of the character they like inside. With Harley, the idea of who she is has changed so much that it is ambiguous what a well-written Harley even is because people have different ideas of who she should be. I don't think there's anything wrong with different continuities having different interpretations of the character, or the character in the main continuity developing, but it does mean that it's much harder to write her in a way that satisfies people because fans (and often the writers) will have different ideas of who she is.
