I think there would be a lot of goodwill of Task Force X going on an inter-dimensional secret mission to eliminate multiverse threats that the Justice League aren't aware of. With the first season being a brainwashed Justice League from another dimension. And the second being Joker world.

The latest trailer makes it clear the most substantial content is just new guns, which considering that all the guns just generally feel samey isn't much.
You can tell the development problems by how much new content is developed, and the latest expansion doesn't come with an original boss then you know the development here is absolutely fucked.
Which WB has already declared the game a failure anyway, so at this point its basically watching a terminal patient flat line. You know they are going to bite it, the only question is when.

So it is likely the looter shooter aspect was a mandate from WB considering how overall lackluster the loot is.

Harley ALREADY is one, since new 52 her solo run was on the wacky corner of the DC universe. Hell in one part she find redtool, a clearly expy of wade.
while being loudmouth in general wade have a few thing: his regeneration allow him to take hilarious amount of punishment and him breaking the fourth wall is one of the reason he is insane since he know thing other dont in a way that be confuse with madness. but indeed Harley ust act like a chaotic neutral(and boy people hate chaotic neutral chararter) and call it a day.
Now in term of moral compass the premise already have issue.
Like one of the issue is squad are by nearly all metric scum, some of then can be funny or hilarious but yeah, Scum and pited them against the word finest? and what is surprising is aside of mind control aspect it actually play the whole thing stright "scumbag villian go and kill best hero" it is kinda ballsy and show why you dont do that.

Not sure when or were it started, but many modern depiction of Harley, which is what the movies are using as a basis, that this game in turn is using as a basis, are trying to lean into the Deadpool-like wacky anti-hero aspect. But it's easy to not execute it well.
Keep in mind Deadpool is a controversial character himself. Yes he has plenty of fans, but just as many people who dislike him because he's overexposed and they just don't plain don't find him funny.
It doesn't help Deadpool does have points where he's mishandled by writers who reduced him to shallow "Memepool" where he does nothing but make pop culture references with little depth or substance to his character.
All of which applies to Harley who suffers from the exact problems Wade has, with the added addition of glorifying her as morally superior. Deadpool has his issues but at least it feels like writers still keep him as a flawed character, while with Harley it honestly feels like we are supposed to consider her perfect and any flaws only serve to show how lovably immaculate she is.

Yeesh, WB always does this. They make a boneheaded bunch of decisions and then blame the medium, or the franchise, or whatever - anything but their own choices.
Their rationale is that the AAA market is needlessly volatile and risky, as if they made a perfectly good game and it tanked for no reason.
I’d almost believe it if they were saying this about Gotham Knights, since that game genuinely didn’t deserve the backlash it got (at least, not to that intensity), but there were just so many blatant signs with this one.
That behavior is one of the reasons the Looney Tunes franchise that up and went into a coma a couple decades ago, coming out of it in the 2010s.
