- It's why when the alliance between the Witches and DWMA occurred to face the Kishin on the moon, Kid's first decision as the new Grim Reaper was to establish peace with the Witches, since he realized the instinct doesn't mean they are beings of destruction, and they can value order, so by establishing peace between the Witches and Humans, they wouldn't risk succumbing to the Pull of Magic anymore.
But Inca can't use magic, and it's made clear she isn't causing destruction because of some instinct or the like, but just because she was trying to pressure Shinra into giving her his sperm, and even then she was sure Shinra would be able to stop her chaos, making it more like a game of cat and mouse than anything malicious. And since I doubt Inca would settle for having kids with anyone other than Shinra, if she truly is the progenitor of the Witches, then the other Witches have to be Shinra's kids, yet the Witches don't possess the same "Hero Spirit" as Shinra, which was the entire reason Inca wanted Shinra to be the father, so that her child would inherit that spirit.
So why are the Witches affected by the Pull of Magic? How did they even learn magic? How could someone like any of the Gorgon sisters be descendants of Shinra?

Vegeta: I'm back bitches!I'm pretty sure the point is that witches aren't something genetic or anything. Just like a "hero" or a "devil" is a sort of calling, so now is a witch. Given that the strength of souls leads to power directly, this also means that magic has to be a form of soul power.
After all, "hope" and "despair" led to unique abilities, so logically other strong concepts can as well. And judging by Inca's attitude, it seems to be some sort of "madness of causing trouble" that leads to magic (And in return, magic can also lead to that).

And Inca does what she wants without a care if it kills people or not. We saw this even early on when she killed one of the guys she hanged out with. She’s just that callous and cruel while having fun.

So yea, Inca may be the first Witch, but that doesn't mean she's related to all of them necessarily, and the use of Magic came later. Just as Death only later becomes the embodiment of Madness of Order.
