It looks exactly like a flat "what" to me...her expression does seem a bit more like annoyance than I'd expect, but it's not so much that it takes away from getting the trope across.

The definition for Flat "What" is: You've just been witness to something so bizarre, so eye-crossingly stupid (or possibly so mind-crushingly terrifying as to put you beyond the capacity for rational thought), that your brain no longer has the cognitive faculties to put together a more articulate response.
While current is an actual example of the trope, the panel does not convey it well. To me it looks like a Defensive "What?". The character in the front seems to roll her eyes because of the characters in the back have put her on the spot.
