I’ve had an idea like this in mind for a while now, and I’d appreciate some feedback on it.

WANT A system that uses d6s and d10s/percentile dice

Modular without being granular and rules-heavy (no GURPS and JAGS, that’s too much)

Classes are unique and interesting

Try to create a sense of discovery and wonder (First time playing, Ge:Ne:Sis, Numenera)

Parallel-universe urban fantasy

Modular race creation (Point-buy for abilities?)

Characters start as decently powerful

Magic is common, every class should have some access

Some way to avert the adverse effects of RNG by saving dice (possibly using saved dice to power abilities)

DON’T WANT

Combat to take 5 minutes per attack, it needs to be a few rolls and done

9-hour-long character creation sessions

Distinct imbalances in classes, we are testing for ballance here

Genre cliches

Any Mary-Sue civilizations, races, or viewpoints

Excessive grimdarkness

Please give me any suggestions you have, I desperately want to make this a full system.

Weapons do X D6 damage. 75-99% chance to hit within their range. When outside that range, it takes -10% away from that per distance unit (some people prefer hexes for accuracy; some people prefer squares so they can make maps out of pencils and graph paper) for any weapon the character is proficient in. If they're not proficient, then toss a coin for point-blank (ie, melee range) and -20% to-hit per unit further away. As for damage reduction, if you're going for simplictiy and pace, simply subtract the damage resistance an armor provides from an incoming attack.

EX:

2 D6 bow and arrow vs. leather jerkin (3 DR)

3+5=8 incoming damage

8-3=5 damage taken

Hmm... if nothing else, I would recommend looking at FATE and deciding what does and does not work with what you have in mind. Also, to some extent, it may help to separate what you hope to do mechanically and what you hope to do with storytelling (in large part because just how much you can do with creating a sense of wonder and discovery, among other proposed goals, is going to depend more heavily on the GM and players than what you the writer will do).

Reminder: Offscreen Villainy does not count towards Complete Monster.
