That seems pretty far from calling real life people evil. Countries are not people and the work is clearly portraying Russia in a particular way. My problem with the suggestion is the logo in the bottom right corner.
Look at all that shiny stuff ain't they prettyWell if we are historically accurate nor Churchill nor Roosevelt were saints either, but compare to Stalin who bumps head with Hitler for the worst genocidal dictator on history... thing is the image is not about history but about an in-universe example of a cartoon version of the event.
The logo part can be edited out.

I have no problem using Richard again, even if the previous pic works better on Stupid Evil. The fact that he's Obviously Evil compared to his teammates and prone to Comedic Sociopathy goes a long way towards demonstrating the trope. For example, the last panel from this◊.

Isn't Cartman more like a Jerkass.
He's listed in the trope page, and depicting him with Nazi or Klan material is pretty easy shorthand to convey the "evil" part of the trope.
