Your character seems to have Informed Attributes, at least going by the brief description. Maybe if I read the whole thing, I'd see it. What exactly is it about him that makes him a megalomaniac Mad Scientist?
Isaac Asimov's Science Fiction Magazine once ran an article by Tom C. Rainbow entitled: "The Mad Scientist's Primer." I wish I had saved it, or could find it archived somewhere. It was hilarious.
Second, you have to have a PhD, so you can put the title "Doctor" in front of your name. Let's face it, "mad Mister Rainbow" just doesn't quite have the same ring to it. And frankly, if I got one, you can get one.
The Megalomanic part comes from his goal in the story being go to home town then gradually expand empire from there.The mad scientist thing comes from his frequent making of chemical weapons and if time would permit the occasional "Lightning in a Bottle" which is essential an exploding tazer.Also the fact that was his job in the juvie he and his team had to make tvs,generators,automated crop systems,a freezer ray,stun lasers,guns, and etc but because of limited access to supplies and time he sticks to his trusty chemical weapons.Yes he does indeed lean mad as well by merit of telling his bomb using teammate to use some chemical with Azide(chemicals with this in the name a in the name to see if she dies doing so(I mean using like aparticularlly explosive chemical from the generally explosive azides)) and whether he can do so as well.

The Prodigal Son returns.
Pitch:A former professional Mad Scientist turned back to manipulative emperor in the making teams up with a group of fellow juvie escapees.Said escapees are a team that had to take down the former government of said juvenile detention center down a member from the explosion that let them (and everyone else) escape.As a squadron of government agents move out a day later due to reports just getting in about all the people being kept there suddenly appearing in nearby towns.This squadron includes the dad of two escapees currently teamed with the Mad Scientist.The parts are told from first person with the Mad Scientist parts being told (mostly)non-linearly leading to bunch of the perspectives adding up to a "How we got here" story.Its pretty convoluted.
