I don't frequent the translation efforts like I used to, but I think it wouldn't hurt to take the quotation to the translation thread and ask about the accuracy of your translation.
That said, it looks like the Japanese translation thread is pretty dead. You could probably bring your translation initially to Ask The Tropers, and then move the discussion to the translation thread if it gets traction or attention.

If I find, for example, an anime which is in Japanese but hasn't been officially dubbed or subbed in English, would it be okay if I tried translating a quote by myself and posted the translated quote myself, or would that be against site rules? I'm a new troper, so I don't know much.
