Exactly What It Says on the Tin

I was writing a work where the climax of the First Part involves The Bad Guy Wins, the main villain got what she wanted. Summon Leviathan and destroy the Main Goverment Building, while also letting most of the bussiness men and other upper class leaders got eated for the Demon Lords and their armies. Effectively destroying all goverments besides the Military, and that is only because the Military got the power to fight against the demons. She even stagered her own death at The Hero hands to "create a Hero" who would be admired for others and lead them in middle of the destruction.

The Second Part happens just two days after that, the Military had taken all the streets and buildings who they can while the Demon Lords starts conquering the others, to make it worse, a lot of demons without lord are roaming freely around the city, and while the Military had put a lock of the city to stop them from expanding the rest of the (actually pretty small) world. The Military is good at containing them but they just cant keep it for too many time...

There some persons who can fight against the demons, but all of them already have grudges with the military. Eventually ending in several independent teenager ruled gangs, militaries and the demons trying to take all the territory who they can.

To give a finishing blow to the situation. The leader of the biggest teenage gang is teaming up with Lucifer himself, the leader of the Demon Lords in order to protect themselves from the Military` Last Solution (a plan to anhilate all demons using magic, the effects would end up killing thousands of humans too).

An economic collapse wouldn't necessarily result in a social collapse. Loosing all the movers and shakers for policy and economics would hurt when you're trying to make more guns and ammo to fight a war but it's not going to give you millions of orphans.

Now, drafting every able bodied adult might create millions of orphans. Especial when you send them off to go fight a neigh unwinnable war. Training child soldiers would also add to the chaos.
