I can see that the character is doing something verboten but I cannot see if he is vote stuffing. it doesn't help informing the trope.
He is stuffing a box that says VOTE with tickets that say STAN.

Yeah, I think the image is pretty decent. It's not 100% clear, but it's pretty obvious that whatever he's doing is some form of fraud.
