Countries Joining Extraterrestrial Organizations: A Hypothetical Scenario

It's 2017 and the politics of Earth is pretty much tensed up. A lot of extraterrestrial planetary alliances see this as the perfect chance to extend their influence amidst the chaos. The alliances are as follows:

    The Planetary Alliances 
  • Intergalactic Union: The biggest planetary alliance, but the most inept at almost everything. The only thing they are good in is to provide disaster relief and hosting interplanetary (mostly sporting) events.

  • Commerce Frontier: A business, commerce and trade centric planetary alliance which boasts being the richest planetary alliance. Despite being stereotyped as capitalists, they mostly follow Keynesian economics with adjustments to suit the needs of interstellar trade. Poor planets tend to join them in exchange of poor relief efforts which do improve their lives, but this comes with a price of allowing extraterrestrials to hold certain government positions.

  • Universal Defence League: A planetary alliance with largest united army which requires member planets to contribute at least 1 million military personnel to the alliance. Commonly hired to provide service to exterminate natural threats. Have a policy of never starting a war lest getting branded as terrorist group by other planetary alliances.

  • Liberty Union Brigade: A planetary alliance, which according to its detractors, puts very stringent control which are very intrusive on its member planets with very strong enforcement of its rules, but having very high human rights and civil liberties in exchange.

  • Nature Preservation Force: A planetary alliance for environmental protection and sustainable living practices. The member planets do not interfere each other's internal affairs.

  • Sovereignty Preservation Association: A planetary alliance focusing on defending the sovereignty of the member countries as they only accept memberships from individual countries instead of a planet as a whole to prevent internal squabbling. Notorious for military clashes, especially against Universal Defence League over territorial disputes. The alliance has been classified as terrorist group by the Intergalactic Union due to its confrontational nature and prone to wars of aggression.

  • Humanities Exchange Guild: A planetary alliance dedicated in cultural exchange and enhancement of peaceful diplomacy. Commonly hired to resolve disputes, even by planets outside of the alliance, but never succeed in disputes when Universal Defence League or Sovereignty Preservation Association are involved.

  • Tech Swap Coalition: A planetary alliance with a strong focus on knowledge and technological exchanges between member planets. Unlike most planetary alliances, they don't have a central administration and relies on Tech Exchange Expo which switches hosts every year to do their jobs.

  • Universal Unaligned Force: A planetary alliance who has vowed to stay away from interstellar politics and defend any attempts at influencing member planets from taking sides. Best for their counterterrorism and interplanetary criminal prevention efforts thanks to having the best information sharing and exchange programs in the universe.

  • Vassalord Mediation Centre: Not really a planetary alliance, but a group of likeminded people who lend their services to mediate disputes between members of different Vassalord underlings. A Vassalord is an alliance lead by a country which deal directly with foreign planets instead of through a planetary alliance, which is started by Reivel Vassal, hence the name.

Now, my questions are as follows:

1. Which countries are likely to join any of the alliances, successfully become Vassalords or become a underling of another Vassalord? All planetary alliances allows countries to join individually since the entire security council has rejected requests for Earth to join a single planetary alliance as a whole in front of delegates of planetary alliances, with the permanent members issuing a joint veto.

2. Taiwan is treated as a separate entity in terms of planetary alliance membership. China has strong objections, but reluctantly agreed upon realizing that Hong Kong & Macao would be treated similarly, which technically does not violate the One China policy since that it is the same case with sports organizations in Earth. What happens next?

3. How will Israel react over Palestinian Territories given separate entity treatment in terms of planetary alliance membership?

4. Will the UK reverse the decision regarding Brexit upon realizing that staying in the EU means getting easy extraterrestrial money when the EU as a whole joins a planetary alliance?

5. Extraterrestrial terrorist groups have interests in attacking Earth and take over countries in them. Which countries would be of important interest and how would they deal with it?

6. How long would the negotiations take? Is two years for some basic agreements and four years for full membership entry a realistic timeframe? The planetary alliances considered this fast as their previous experience dictate an average of five years and another five for finalization and full membership entry.

7. After several countries have officially joining their preferred planetary alliances, they have agreed to set a inter-alliance mediation centre in Earth to solve disputes between alliances which require intervention by people outside of Earth. Where will this centre be built?

8. How would this affect countries currently under election? All planetary alliances have a policy of not interfering elections beyond providing information about themselves so that voters can decide who to vote based on the candidate's preferred planetary alliances.

What, is Earth's status as a planet with a heavily divided macroscopic omnivore species spread across 75% of its surface unique in the interplanetary community?

Is the knowledge of alien life on other world, much less that capable of understanding and reproducing human communication new knowledge? If it was known how widespread was that knowledge before 2017?

For that matter, how long have these various aliens known about Earth? Is 2017 really seen as that much more advantageous than 2004, or 1932, or 1500, or is this just a chance that has come along when they're able to act on it?

Suggestion: There is a really easy to way to do interstellar travel. But it is absolutely useless for overt warfare without local allies, because it requires the people at the target destination to build the machinery to bring you back into normal space, and they get to scan you down to the molecular level while you wait for them to make up their minds.

Thus, the reason everyone suddenly starts negotiating with earth nations is that earth scientists discovered this ftl mechanism, and some of them poked the automated bouys that had been hanging around earths supra-light space for the past several million years.
