1) Whenever a Mod sees it. They're not active 24/7, so it could take a bit.
2) The PM is send to the offending parties. They may or may not make the reason public(as it's really the business between the Moderator and the thumped person by that point). Sometimes the reason will be seen in the Edit Banned/Suspended thread though.

Perhaps I worded my second question poorly. I meant to ask if we can see why the mods refused to thump a hollered post (e.g. if it didn't violate whatever rule).

There's no such system currently. It's on the development wishlist. We have to manually send messages if we don't act on a Holler.

If I holler a post, how long does it take for the mods to process the request?
If the mods decline to thump a post, can I read their rationale for doing so?
