Someone else tried getting The Scrappy renamed, but failed to give a valid reason. Also, both tropes are so ingrained here that a rename is near impossible to enforce.
Since you did not provide evidence that they need a rename, this will be declined.

Due to the fact that tropes that used to be named after particular characters are now named after their general description, I suggest the following:
The Scrappy to The Obnoxious One
The Starscream to Chronic Treachery
I’m just that kind of guy, you know?
