[TOP SECRET]Basically in the new rules, eack skill counts toward the next stat, so each skill you have in violence actually counts toward your brains, and so on.
I explained in step 4; it's a new twist in the rules for solo character generation. I picture it like the scene in Demolition Man where Stallone's character learns he now has the skill of knitting. Your starting skills were supposedly downloaded into your brain while you were being grown in a tank, it makes sense there could be a conflict betwen those and your stats.

Welp. I'll do my best not being a bureaucrat.
When rolling for an attempt at something, you will roll 1+stat+skill dice, so the stats moving over don't really make a huge difference unless someone tries to min max by mainly focusing on one stat are.
