It probably makes more sense if the train's keys were locked away in a museum vault or something.
But having them in the ignition would be funnier.
Or better yet, just on display with other assorted memorabilia.

Since the time-stopping device was considered an 'embarrassing failure' I'd imagine it's existence is not public knowledge, plus Joie's acts probably would only get her and her family in trouble if it were known. You'll have to wait for her player's answer, tho.
Btw, I would love to see Joie and The Traveler meet. Their powers and personalities clash SO much.
Remember, the Conductor has telepathy, so that music? Gonna be suddenly playing in everyone in the museum's heads.
EDIT: Oh, and the shouting. The Conductor is not a man of subtlety.

How do you shock someone made of asbestos? And hitting someone made of rubber just isn't going to work.
Now, if Conductor had blasted Simon, he would have been knocked away and possibly damaged him, but having him tackle the villain was your idea. And Simon still would have turned to rubber afterwards.
I'll let you decide if Conductor get knocked out now and if not, what he will do. Simon will look for a chance to incapacitate him (possibly tying him up with a fire hose) and then leave to check on the hostages.
Edit: for purposes of clarity, I'm going to expand on The Traveler's Adaptation Powers: He can adapt to ANY environment. This includes extremes of temperature, radiation, electricity, even time distortions (hint); he cannot adapt to artificial things like bullets. Also the power is not under his control; he adapts when exposed whether he wants to or not, can only adapt to ONE element at a time (so Freezerburn could have beaten him by blasting him with one temperature extreme, then another) and will remain transformed for at least an hour.
Aside from this, The Traveler's only power is Dimensional Travel, which works only whenever it damn feels like.
You can see why he has come to depend on neither ability and trained himself in combat. He's no Batman, though.

I feel a segway is an appropriate upgrade to his last ride. Really captures that "old man shaking his cane at young folks" feel.
