Both could use a caption, but the first pretty much needs one to get the "royal" part across...without that he could be a town crier advertising Ye Olde Middens Mask.

Actually, now that I've read the trope description (always a good idea, should have done that first) I'm going to flip-flop. The trope doesn't actually require that it be a monarch making the decree, so showing a king only reinforces the potentially misleading trope name IMO. I'm voting for 5.1.

While it's not royal, it's all about the grandeur of the person who let out the decree. And the first one can be anything, as pointed out, could be ye ole waffle house.

Why would a soldier be advertising a waffle house?
Royal Decree's are usually announced as a prepared statement by a solder before being posted on a wall and such.
A King reading his own scroll seems way off from the usual, like he is reading someone else's decree.

5.1 is fine. A soothsayer (or whatever they're called) reading from a scroll is pretty much the visual for this. (It was literally the first thing I thought if when I saw the trope name.)
We definitely should have a caption for this with a joke about the site, but I can't think to any good ones right now. Maybe something related to how Unfortunate Implications requires citations.
