Mainly Videogame, but I think that has to do with how the trope is described. If it were re-framed as "Character is depicted as really badass, until the lawmen show up and overpower them. Proving they are just small time" it could apply much more broadly.
But this is an Image Pickin discussion and re framing the trope is for another thread.
