Photo editing? Photoshop.
Digital art? Manga Studio 5/Clip Studio Paint.
Need a multi-function tool for free? GIMP.

If you want something perhaps a bit more robust, I believe Photoshop CS 2 has been free for some time (dunno if it still is).
It is. And downloading it and taking the time to learn it is pretty much the best thing you can do for your overall image editing skills.
Most image editing programs are based on Photoshop, and CS2 is new enough to do any image editing task you need, but old enough to predate most of the labor saving devices they came out with in the later versions, forcing you to have to learn how to do stuff yourself, so you'll really come to understand how image editing actually works. It's like a class inside a program.

If you don't like GIMP—which I agree has an atrocious UI, but it's better than nothing if you're needing photoshop levels of editing, I used it for all my photoshop courses in college—there are plenty of alternatives. Of course, I use GIMP anyways... still just googling free alternatives to photoshop generally gets you a ton of recommendations. It's just a matter of trying them out and seeing what works/what fits your needs.

I would like some artistic tropers opinions on the best image editing program. I am currently using paint.NET but am interested in other ideas.
