Name: Moonshadow (Real name: Felix Kisling, though it's not a separate identity for him)
Personality: Felix is a calm, relaxed individual. He's friendly and polite, not one to anger quickly. All things considered, his personality is in stark contrast to the dark, foreboding suit that he wears. When it comes to criminals though, he'll be as conniving and smug as possible, and won't be afraid to fight dirty. However, to anyone he would work with, he'll happily try and help them with anything within reason. He's got a sharp eye for detail, and can be rather blunt when he brings it up. Despite his politeness, he's not one to beat around the bush. He'll joke, he'll snark, he'll pull of one-liners, but he will always, always get to the point. He's still an optimist, and thinks that by starting small, with places such as Emerald City, he'll eventually be able to tackle bigger threats, and eventually go international. He can be extremely stubborn when it comes to giving up his goals or changing his mind, but this also makes him extremely devoted to his new hero life.
Description: The Shadowsuit, is not actually that thickly armoured.◊ For when he doesn't want to wear the suit or it's getting cleaned.
Backstory: Born to a relatively well off family, Felix's childhood was nothing really special. It was watching those detective/investigator shows on TV that Felix developed a love for investigation, and would have become a detective...before he saw how boring and tedious the normal job was compared to those on TV and in his mind. And so, with the help of a few friends from college, he set about becoming a superhero. Through intense self study, training, and dedication, he taught himself the skills he needed to know to stop crime. He was so devoted, that he gave up all pretenses of a normal life and his civilian identity to become Moonshadow full time.
Everybody knows that Felix is Moonshadow. He doesn't try to hide it, he doesn't particularly care. He became Moonshadow out of what he calls 'common human decency for the betterment of the world', translation: Because he can and wants to make the world better. He came to Emerald City, a place that he heard had few superheroes, in order to begin his journey to becoming an international hero of justice. Gotta start small and think big, right?
Powers, skills, gear:
- The Moonshadow suit has armour thick enough to handle most small caliber bullets for a while, as well as for cushioning impacts from melee weapons, while still remaining thin enough to allow free movement. Embedded in the suit's right forearm is a waterproof device that functions much like a smartphone. It's capable of transmitting visual and audio information straight into Moonshadow's helmet, or to another device via network connection or an extendable cable, as well as making calls and accessing the Internet.
- The helmet contains a commlink and is capable of night vision/IR vision and has a collapsible display for various visual items. It contains a button that activates a small,but powerful flashlight The front part of the helmet can be collapsed into the helmet to free Liam's face for using items like binoculars and rebreathers, though this prevents him from using any of the helmet's features except the flashlight.
- He has a utility belt that contains crescent moon-shaped boomerangs, smoke pellets, sleep gas pellets, flashbang pellets, camera, lock release gun, grapple gun and a gas mask.
- Felix is trained extensively in unarmed combat techniques and thrown weapons, with an emphasis on speed over strength.
- He values his acrobatic, stealth, and investigative skills.
- He's dabbled in sleight of hand, technology and insight.

I'll make an SU sometime tomorrow, but since it says we can just start by posting a concept, I figured I'd do that. Apparently we already have water and earth heroes? So now we just need heart, air, and fire.
I was thinking maybe by dude would have fire powers? And maybe be a reformed supervillain? Like maybe he was part of an evil biker gang? But he regrets a lot of the stuff he did, and is trying really hard to be a good person even though he really sucks at it. He's mostly a good guy, but he does stupid things a lot.
In terms of powers, I was thinking a lot of fire-attacks, and maybe some sort of intangibility for defense where he turns himself into a fireball. I'm reading the rules right now. Is there a mechanic where maybe he could get stronger the more angry he is? That might be kinda hard to do statwise, but maybe just something where he gets a bonus to damage at lower HP?
I read the M&M book a while back, so I'm kinda familiar with the mechanics. Would it be acceptable for me to take a crack at writing my own stat block?
And how old are our dudes, by the way?

My character looks like a human in his early 20s, but I'm not sure if he's actually that age or if Atlanteans age faster or slower than humans.
I can still hail the Horde even though the company has shamed us. Strength and Honor even if Blizzard has neither.From what I've read in the rules during my idle perusing is that there's a clearly-defined maximum to your attacks/defenses that can be achieved by your powers, skills, advantages, and equipment - it's all tied to the campaign's inherent power level rating, otherwise there wouldn't be anything stopping someone from making a character who simply dumps 150 points to get a strength of 75, creating someone capable of lifting 50x2^75 pounds (equivalent to about a third of the mass of the Earth).
So a character getting stronger as they get angrier means that they'd have to be below that limit normally in order to strengthen up. However, it also looks like you can take that as a flaw on a power. So if you make it so you can't access a certain range of attributes without being in a certain emotional state, that at least saves you a not-inconsiderable amount of points when purchasing abilities.

@Testedcomic: siiigh. Still looks sketchy to be honest, but looks like at least two others like so fine. We'll try working with that. (Although, how do your regular heroics with a frikkin sniper rifle work? )

@Heroic Sociopath: concept's good, overlap with Edwards' is pretty funny, but also workable into plothooks.
If you want to try statting up on your own: sure, go ahead. Although as Nman pointed out, the boosting like that isn't well supported by the system, it's more of a constant drawback until something makes you work on top gear. At most you could pull something like loosing accuracy in favour of damage when angry, but you can already get +/- 5 exchange with a basic Advantage. Or perhaps expand it in other ways - for example, turn it into an area attack or add a secondary effect instead of just dealing more damage to each.
(also goddamn I'm seriously wiped out by this week)

I might do that, though if I took the flaw that would mean I could dump more points in damage. Or just use Extreme Effort instead.

It's actually super ironic because Lapis had a friend named Tony who betrayed him. Tony was a fire user who had grandiose plans for the organization, while Lapis did not. The betrayal caused an internal war that Lapis still blames himself for for not seeing what was happening.
Well I shoot people, with tranquilizer darts. Basically, my arsenal is similar to Green Arrow's, the old one not the newer one.

Also what exactly is capped by the PL? Does this mean I can't have an attack that does more than 10 damage or 10 accuracy?
If you have some time to kill, you can check out this page of the SRD.
To try and sum it up fast: Every stat has another stat that it is "paired" with, and the sum of each pair can't exceed double the power level. So here we have a PL of 10, which means a pair can't exceed 20. If your character has 20 stamina (so 20 toughness), they have to have 0 dodge to match. So they have the absolute strongest defense against damage, but the minimum ability to avoid a hit.
Likewise, for punching shit, your attack and effect are a pair. An attack check determines if something hits, while an effect check determines how hard it hits, so again you have to deal with either deciding if you want to go for maximum impact or maximum accuracy. You have combat maneuvers that can affect things, though. So like, the "Accurate Attack" action lets you take a penalty of up to -2 to effect to get a corresponding boost of up to +2 to attack. And then "Power Attack" does the exact opposite.
