Reading through the two tropes I'm struggling to find a meaningful distinction, too.
You've got roaming bands of armed, aggressive, tyrannical plumbers coming to your door, saying "Use our service, or else!"The main difference that I see is that Husky Russkie is for Russian and Soviet characters that are large and muscular, and Mother Russia Makes You Strong is for Russian and Soviet characters that generally are strong. Most of the examples overlap, so a merge would be the best solution for this.
Husky Russkie seems like something for a Self Demonstrating Article.
Given that most Self-Demonstrating articles tend to be cut, I doubt it. Besides, it's a stereotype, so we should be careful.

But it doesn't quite come up with a convincing reason for the Had to Be Sharp qualification that distinguishes it from Husky Russkie, which I think has the better title.

The tropes Mother Russia Makes You Strong and Husky Russkie seem to be the same. The only differences is that the first implies that they are strong because of their life experience, or that it's more exaggerated, but that doesn't look like enough of a difference.
