The code behind creating a new thread and posting in an existing one is different. A number of automated functions (including things like forum herald messages) apply to the latter and not the former.

Expergiscēre cras, medior quam hodie. (Awaken tomorrow, better than today.)It's definitely an omission. The new account restriction is supposed to be on new topics to stop spammers and hateposters, not on replies.
"It's Occam's Shuriken! If the answer is elusive, never rule out ninjas!"I am pretty sure it is also supposed to be on replies. A mistake of this type would be almost impossible programmatically.
I don't know if this is the right place to put this, but when I first signed up, I only had to wait about -[redacted]- before posting.

If I recall, the amount of time is randomized to a degree, to further confuse spammers.
I'm pretty sure we can't really discuss the matter much further than that, for fairly obvious reasons.
Expergiscēre cras, medior quam hodie. (Awaken tomorrow, better than today.)Currently under discussion in the moderator discussion so closing here.

Here's something odd: new accounts need to wait 24 hours before posting. Now, I get that, spammers and all (screw them), but why does this only apply to replying to threads? For example, my account is new. I can create this thread, but I won't be able to reply to it until the 24 hour wait period is up. Isn't that kinda weird? Not a complaint, just... why?
