If I'm reading things correctly (and predicting things correctly), I think Carol is trying to force Jun to realize that he already has a romantic partner in mind, even though he doesn't want to think about it.
I feel like she's upset with how things are turning out - I get the feeling she still wants Jun and Tomo to get together. She's upset that Sempai is going to the dojo because he's also chasing Tomo, and I guess she said that to Misuzu because she was getting annoyed that Misuzu thought she was being clever and manipulating everyone so well.
I don't think she ever really resolved her feeling earlier that she had already done things that Tomo and Misuzu wouldn't forgive her for, so I think that's why she's kind of doubling down here.
