Gen 4 was always one of the slowest Gens. Platinum fixed it a bit, but it's still something that slows a bit. Especially for a Nuzlocke, where you have to grind even more than a normal game.

They have a Shellos, which should have evolved into a water/ground type by the time they are fighting Skuntanks.
Shellos doesn't become Gastrodon until level 30.
Anyway, they do have a Geodude, which learns Magnitude - that might work.
