"Does not in any way suggest the character depicted is a ruler" is an exaggeration. His clothes say that; not very much, but more than not at all.

It's subtle, but under the apron looks like the clothes of an emperor of some science fiction setting, and for that reason, I'll say Keep Until Better Image Suggested.

The current image does convey the "scientist" portion of the trope pretty well, but does not in any way suggest that the character depicted is a ruler, or anything other than a normal Mad Scientist.
I don't have any better suggestions, but maybe some of you guys do.
