What is a credible way for villains to get to know each other, besides sharing a prison-cell? How do they get to meet up and team-up?

I feel like there needs to be something stronger than just: "I hate X. You hate X too? Let's team-up!"

Common goals and interests, opportunities to succeed through joint ventures; genuine like and respect for each other and their work/methodologies, like-minded ideologies etc

One of the villains (let's call them A), likely the richer and more crafty one, realizes that it's impossible for them to beat the hero alone and starts to do a research on who else is attacking his enemy. They find someone fitting (B) and approache B with a promise of access to A's funds and general support, while in fact they inted to simply use B. B realizes this to be good opportunity for them, but they consider A to be not as much a partner as they are a tool to utilize in their schemes. The two team up by common interest, but they are not really allies and may end up fighting against each other.

There's also no reason they can't work together and develop a genuine friendship for each other.
