So basically Young Justice in comic book form. Funny enough that show has a team called the Runaways whose members are based on the affirmative action heroes and Static.

Honestly, the summary of Teen Titans Earth One sounds to me like it's Runaways starring the 80's Titans.
Actually, yeah, Teen Titans Earth One is basically the DC version of Runaways. A group of teens realize their parents and guardians aren't good guys and that they have special powers and then run away.
The thing is, in Runaways, at least the first volume, the power structure was always that the adults had the power, which is why the kids needed to run away. It was the classic "my parents don't understand" coupled with "my parents are actually supervillains." And I think the only way that can be replicated in DC is to create an alternate universe, like Earth One, or to create completely new characters (like Runaways did in Marvel).

give it another reboot. Both of those details will change.
I figured a book like this might work given there are a decent number of teen heroes with villains for parents in the DCU
