Untenderable Currency as Exchange Intermediates

Within Earth itself, currency exchanges is already a big mess for people who wants to travel to other countries in a short span of time. Imagine the mess that will result if this applies to interplanetary travel.

As such, several tourism boards suggested the usage of untenderable currency as exchange intermediates which would reduce the amount of money one would have to carry and ease up exchange rate tables while avoiding issues with one world currency.

In the suggestion paper, it is stated that the currency would be only legal for currency exchange purposes and all transactions must be logged to a governing body to prevent money laundering. In fact, one of the recommendations suggests that exchanges cannot be outsourced, i.e. one can only exchange the currency that one owns.

Now, how likely would Earth react to this suggestion when it is tabled to a universe's equivalent of UN?

Well, there are areas in otherwise developed planets which still haven't embrace technology yet and cross planetary currency exchange is a common way to perform money laundering. Also, what do you mean by links?
