I think that pretty much implies he didn't seal his power into dragonstones; rather, he gave the royal family more of his blood (and thus his power) in hopes that that could be a solution. However, it didn't. With his final remnant of sanity, he cut the sane part off of himself (and promptly forgot in his madness) who got up to his own stuff before Anankos found out about it and wanted to take back his power.
Heck, it's possible that if someone with Anankos's blood dies outside of the Invisible Kingdom, Anankos would not get his blood (and thus his power) back, and thus would be permanently weakened (though by the time that could matter, he was already insane).

No matter how much blood Garon inherited, he should only be able to do Dragon's Vein stuff, not feats that even the land's most powerful sorcerers could not do (nor should his true self be a slime monster-slash-familiar to Anankos). Also applicable to Takumi. Heck, as you said yourself, Anankos was trying to lose power by bestowing things upon the royal family (and the ability to maintain said things), so he could easily decide to give Garon (and Takumi) power that he was ultimately going to take back through devouring him latter on..

Eating a Vanilluxe will give you frostbite.Despite Oboro's hatred of Nohrians, I've found that most of her supports with Nohrian characters have her pretty civil. That's one thing I like about her; she knows that not every Nohrian is responsible for the death of her parents, and that there is no merit in treating every single Nohrian as an enemy.
And then you see her support with Belka and you get plenty of respect for both of them.
She's like Kallen from Code Geass well more nicer to the kingdom of jerks than Kallen was to Brittania...

On a more serious note, I would say that Nohr is really a more unfortunate version of Grado. Yeah, Grado was the antagonistic force (at least before Fomortiis shows his face), but it wasn't an evil kingdom. It just so happened to be run by a bunch of jerks because the leader of the jerks put them there. Just like how people like Ganz and Iago are in power because the Garon familiar, being controlled by Ananko, put them there to do what they do best: be murderous douchebags.
True still like Britannia it's the rulers that make the empire/kingdom so rotten while this one girl is ready to kill any Britannian/Nohrian only to mellow out later.

There are smaller nations near Hoshido as well, but they're Neutral in the conflict. Izana, Wind Tribe, and the one allied with Nohr are from these smaller nations.

If you consider the power his sane half had, it's likely Hydra was still trying to weaken himself. Think about it. He removed his insanity and made Lilith. Yet he was still clearly insane. There's no way this is a coincidence. It's possible absorbing his blood restores the power lost by removing them from himself, along with likely his boosting his power to the level it would be if the songs weren't suppressing him.
Plus part of the problem was that the song eventually killed the Songstresses as well over the years when it didn't originally.
