Obama has a weird relationship with mangas, receiving body switch with young girls after an attack by rebellious teen in one and even being written into an Hentai in another, so I think that he was just sarcastic here.

I didn't know where else to put this, but, during Japanese PM Abe's visit, President Obama mentioned all the things Japan has given us, including anime and manga. Opinions about an individual POTUS aside, this has to be the first time any such leader in the US has really said those words.
On a similar but off note, a recent ad for Delta Airlines says 'no one writes fanfiction about promptness'.
