◊ Sorry it's made with MS pain... And crappily made... Everyone gets a Hexagon of their own though, this was what I could come up with since the wasteland your in isn't absurdly large.

What's the gray thing in hexes 1A and 1B?
Hmmm, 2J for me. And this
for an emblem. Though, if that's too much just a plain red star is fine too.
Though apparently the actual Vladivostok has its own coat of arms.

So, while my map emblem might end up just being a red star, the remnants of Vladivostok are totally going to be flying this flag.
