Well, Cornelius figured most of them would assume it would be the government that'll come for us (besides, we aren't really baseline humans anymore). Though ultimately he does see society as a whole as their potential enemy, not merely the world governments.
I like New Agers, and Empowered feels like its been used already.

So if the government does begin to hunt the teens they would have to disregard human rights, the constitution and well... It would mean world governments wouldn't be like those of today at all.

However, Cornelius wouldn't be preaching New Ager superiority and honestly does want to make society better. Ultimately, he wants to disprove the idea perfection and true peace cannot exist on this world.
We have various laws limiting people's potential for danger right? I don't believe being human beings changes the fact we're dangerous individuals.

Nobody really has the right to do anything that they do, do they? America was stolen from its native inhabitants, we constantly oppress every other lifeform on our planet, and our species clearly is driven by greed & a need for control/superiority. Seriously, we have to be rewarded to help others.
So our characters have just as much a right to supplant society as anyone else should.

Cornelius talking about international crises, broken masquerades, evil governments, and changing society so quickly off the bat makes him look kinda like a nutter.

I think if someone went "hey guys I don't know what's going on, but whatever happens we should stick together!" that would calm down them a lot more than "hey let's bring society down!"

In fact I think that what these kids need the most is someone telling them it's not the end of the world. Because they are scared.
For example AMY, the dinosaur girl and even pre pshycho-Jessica. They aren't thinking about "making the world better" or taking down governments. They are terrified because her whole dreams and lifes were chrushed and nothing will be the same anymore.
