Apparently they screwed up the power calculation. If you ally with someone and then try to confederate with them, their power and yours are counted as one - so the AI thinks it's too powerful to be annexed.

Restarted my Kroq-Gar campaign again due to me being sick of playing whackamole with Pestilens and Mors. Going better this time, I just wish I could take the Golden Tower peacefully.

A lot of people on the TWW Facebook group I'm on advocate only ever going up to Non-aggression pact and trade deal when it comes to diplomacy. Partly to avoid getting dragged in to nonsense feuds, but it also dodges the confederation glitch.

I may do a faction that doesn't rely on confederating, at least at first, if I decide to start playing before they fix confederating. Maybe I'll be Queek and rampage over the World's Edge mountains and the other Dwarven holds, then swarm over the Old World before finally possibly invading Ulthuan.
