It can easily be both IMO.
Blood ties like 'he is the brother I have never met but I want to protect him anyway even if he is doing X' or Family ties 'he is my stepbrother, we grew up together, I will protect him even if he is doing X'.

How about a photo of when Anna saves Elsa and then freezes solid when she could have saved herself?

Anna chose to save Elsa when she (Anna) was moments from being saved by Kristoff's True Love's Kiss (at the cost of Elsa's life), despite the fact that she had been attacked (albeit accidentally) when Elsa was distraught (not to mention the fact that Elsa had been distancing herself from Anna away for most of her life). She chose to save her sister while sacrificing herself; granted, this subversion of the classic Disney Curse Escape Clause still worked out in the end since Anna saving Elsa ended up being an act of true love in its own right.
That said, I don't have a problem with the Loki/Thor image; I'm just throwing out another idea.
