I believe it's from the opening cinematic of vanilla Dawn of War. The yell is from the Blood Ravens veteran sergeant (just after a friendly Dreadnought dakka'd a bunch of Orks into mincemeat).

Well, that's the Watsonian explanation at least. The Doylist one is apparently "this is what happens when you let your stream's audience write your script live".
That's the Tau commander from Dawn of War: Soulstorm. After you defeat his stronghold, his ethereal dies, and he says "We have lost all."

And finally, I see a certain primarch rivalry is quite reciprocal, funny how the quieter one gets louder, and the louder one gets quieter as soon as the other's name is brought up.
