Flesh is a design flaw.Got an idea for a lone survivor of a doomed Midwest BOS expedition attempting to make contact with the original Brotherhood... I guess they could have broken all their Fallout: Tactics stuff on the way while trying to survive, if that's even viable as a character.
That is a viable character, I will accept it.
The reason why Fallout 1 and 2 items are restricted is because of the fact that I never was able to finish Fallout 1 and 2, leading to unfamiliarity. Stupid reason, I know. But still, I might lift that restriction.
I'd say that distance-wise Fallout 3 (East Coast) equipment is the least probable, followed by Fallout 2 (Pacific NW) and Tactics (Midwest), with Fallout 1 (California) and BoS (Texas) being the closest. There are some decent maps here, not to mention equipment lists for every game.

Appearance: More or less average height, weathered tan skin, hazel eyes, sun-bleached brown hair, and poorly shaved stubble / short beard. -
Personality: Extremely determined, he'll complete a mission or die trying, he would only be hesistant with an obvious suicide mission. Guy was saved by the Brotherhood from slavers as a child and hates them with a passion. He used to be a dandy, but years with the Brotherhood have firmly placed his priorities in survival. -
Equipment: A piecemeal suit of power armor, originally a Midwestern advanced model, has been repaired so many times with few tools & inferior materials that only its helmet is still recognizable (after a long trek over the Rocky Mountains that resulted in the death of everyone in the expedition team except him, as far as he knows). He also still has the high-tech storage device with the recorded information for the Western Brotherhood and would die before not seeing it make its way into the hands of an elder.
Other gear includes a backpack, collapsible metal blanket, hand-pump water filter, canteen, several hand-made trail rations, a first-aid kit, compass, rugged prewar Geiger-counter, old combat-knife, one-shot hand-made pipe rifle (10mm), and a broken Reaver designed pulse rifle.

•Appearance: Frank is a towering bull of a man, looking like a typical New Reno gangster with a balding head of black hair, a stubble-darkened jawline, and thick goatee, his face features square and brutish. His olive skin is usualy a bit dirty, though he does his best to keep it relatively clean, much like his prized pre-war suit, navy with a matching white shirt and black tie.
•Personality: At first Frank seems to be little more than another New Reno mobster set out east for new opportunity, if a bit more civil than most. He does little to disuade this opinion of him, seeing it as a good way to atract business. He speaks like the mobsters of the Pre-War days, though he keeps his moral compass a bit more intact than they did. He's usualy willing to give his fellow man a helping hand (For a nominal fee), and is happy to gun down the raider and Legion scum infesting the Mojave.
•Equipment: Pre-War suit, .45 automatic pistol, brass knuckles, rucksack, 2 bottles of purified water, one bottle of beer, one can of pork and beans.

War, war never changes....
In 2281, a courier from the Mojave Express was shot dead near the small town of Goodsprings. The platinum poker chip that he was tasked with carrying was lost, and now the city of New Vegas and the surrounding Mojave Wasteland are in a delicate balance as tensions between the New California Republic and Caesar's Legion continue to build. Both sides prepare for war following the First Battle of Hoover Dam in 2277. The NCR continues to conscript more soldiers from their homelands in California. Meanwhile, in a pragmatic and shocking reform, Caesar issues the Edict of Tuscon that allows women, previously only allowed to be slaves, to become basic Legionaries, provided they were able-bodied and able to pass the training to become a Legionary. Caesar knew he needed every warm body that can fight on his side, so he was willing to bend the rules of his own society he had built.
And elsewhere, the citizens of New Vegas and the Mojave Wasteland continue to live in this powder keg of intrigue....
Okay, this is an RP based on Fallout New Vegas set in a "What If?" scenario where the Courier died at Goodsprings, and now it is up to the player characters of this RP to decide the fate of the Mojave Wasteland.
