Uni catThat's a good question, is the Hero Ranking international? I admit that I'm not totally caught up, but have we met a single non-Japanese Superhero?
My various fanfics.I get the impression that the hero rankings we see are specific to Japan, while at the same time All Might is admired and recognized on an international scale.
There are theories that All Might could be half-american
But the ranking is probably japan only.
Uni catEraserhead's good don't get me wrong, but his quirk is mainly good for restraining villains and not much use at all in a disaster situation, in addition he's also kind of insular which would make him pretty unpopular I think. So that would stop him hitting the top ten in my opinion.

He's probably good enough to be ranked (considering how many Heroes there seem to be ranking them all wouldn't be practical) but if he were anything that high there would be no point hiding it, and it wouldn't make sense for the students or anyone else to be surprised by it.

In addition I believe three U.A. alumni are mentioned when we're introduced to the school: All Might, Endeavour and Best Jeanist. Since BJ is 4th, that means that the 3rd doesn't come from U.A. since they would have mentioned it.

While the same time saying that Hero Headquarters in America had also had a huge reaction to All Might's retirement.
So yeah All Might is seen as one of the best if not the best on an international scale. But it's doubtful thats the case for the others.
He's basically Superman only if Superman lives in Japan.
So most likely before his injury he may have made regular trips out of the country to help people

I doubt Eraserhead is number 3, remember they're partially based on popularity and recognition as well as hero work, and he's a full time teacher who also likes to stay away from the public eye.
