It looks odd because her bust is significantly wider than her waist, which gives her arms and odd look since her elbows aren't on her waist like you might normally expect. Its nothing but late 40s early 50s dress design.
Wynn Everett will be playing Madame Masque, Lotte Verbeek is playing Mrs. Jarvis, and Reggie Austin will be playing Jason Wilkes, a scientist who might become Peggy's love interest.

Trust you? The only person I can trust is myself.Given the actor they have playing Dr. Jason Wilkes, the implication that he may be a love interest of Agent Carter, and the time period it was set, it looks like they might indeed be exploring race relations in the 40's.
California was certainly one of the more progressive states even back then, but it still had enforceable anti-miscegenation laws on the books (which were struck down in 1948, which I believe is the year after season 2 is set). Someone like Howard Stark might of been able to get away with being...non-discriminatory in his fooling around, but any sort of interracial relationship involving a white woman were definitely not looked kindly upon back then.
Interesting who they're casting to be a love interest. I'm curious where this relationship will go. Though, I almost feel like they're pulling our leg and they'll be the Not-Love-Interest/Romantic False Lead or, worse, be an antagonist.
I get iffy when any show starts to seemingly play someone up as a love interest. Especially in casting announcements.
Ken Marino will be playing a villain. What's interesting is his last name is Manfredi, just like Silvermane from Spider-Man...

I would have thought that a young Silvermane would have been more appropriate, and Madame for the modern show. Enh, MM is still one of my favorites.
