And now it's personally verified. It only took me one try with this method.
I did the spoken word first and got the laugh almost immediately. I tried getting the second by running my finger along the touch pad, since the clues seem to be hinting to that, but I couldn't get it to work. So I walked 10 steps instead, and that works to trigger the second one if you got the first with "Jarith". From there it's just a matter of waiting.

There are more than two methods to get the first two baby laughs. We're just now at a point where people definitely know two of them (taking exactly 10 steps, and speaking the name "Jarith" into the mike), so it's at least solvable now.

When you enter the bathroom, after staring through the peephole, you stare at baby in the sink and the radio Voice roughly says "You lost your job and became a drunk, she had to get a job as a clerk at a grocery store. The only reason she got the job was because the manager liked how she looked in a skirt. That was roughly ten months ago" and then the game "crashes".
The implication was, to some of us, that he thought she got knocked up, killed her in the bathroom and cut the baby out of her. lol
