World Building Post

  • New Order of America Top Ten Most Wanted List

    • John Rockwood - Number one on this list for a very good reason - he is the leader of the Black Berets and has been a major irritant for the NOA for quite some time now. He was a former captain in the United States Navy and this military experience has served him well in organizing raids and training his troops. Always armed and always dangerous. Reward for his capture - 2,500,000 NOA dollars.
    • Eagle Eye - A mysterious fugitive powered mutant. His mutant power is, what he calls, "true sight." With this power, he can see far, can observe angles without a protractor or other tool, and is always 100 percent aware of everything within his line of sight. This ability obviously makes him a fearsome foe and a devastating marksman. He spends his time killing high profile NOA members and stealing their weapons. He has quite an arsenal on his person at all times and, according to questionable sources, has a black van with even more weapons. He is not aligned with the Black Berets, nor anyone else for that matter, and thinks of himself as a one-man show. He recently bumped himself up on this list for assassinating an extremely prominent NOA politician. Reward for his capture - 2,000,000 NOA dollars.
    • Ralph Raskin - Another fugitive Powered Mutant. His story is a tragic one. He has been cursed with the aura of a plague. Anybody within a 5 mile radius of him will suddenly fall ill with a deadly and incurable disease. This disease is not contagious but it is nearly always fatal. Hazmat suits and other protective devices can counter this, however. Ralph Raskin never wanted any of this and feels crushingly guilty about the many people he has unintentionally killed - including his family and his entire home town. He has fled to a place where he cannot harm anyone else - some say to a deserted island, while others say a lonely mountain range. Either way, he is still at large and the NOA has created a taskforce, Hazmat 1, to track him down and put an end to this unfortunate mutant. Reward for his capture - 1,500,000 NOA dollars.
    • Thomas Vogel - A former high ranking US Army and NOA commander, Vogel quickly realized that the NOA was an evil establishment. Instead of immediately defecting, like a few NOA soldiers tend to do, Vogel bided his time for two years, meticulously collecting information and, secretly, helping mutants escape their captivity. He would deliberately leak false information to his superiors that ended with them going on wild goose chases. He met up with John Rockwood and passed on his information. Unfortunately, his ruse was discovered and he was forced to flee and join the Black Berets. He is now a respected lieutenant of John Rockwood and his knowledge of NOA tactics and strategy has proved invaluable. He considers his place on this list flattering. Reward for his capture - 1,000,000 NOA dollars.
    • Bloodlust - a mysterious Grotesque Mutant serial killer. His appearance is unknown since everybody who has seen him is...dead. The only reason people know about his is because he carves the word "bloodlust" into his victim's foreheads. He kills indiscriminately, as the Black Berets found out when one of their secret bases in New Jersey was brutally ravaged by Bloodlust. Reward for his capture - 1,000,000 NOA dollars.
    • Leader - An Animalistic Mutant (dolphin, if anyone's wondering) who is the leader of a mutant-supremacy terrorist group known as The Awakened. The organization is small but has recently gained notoriety by blowing up the home of one of the Furher's mistresses. She survived but it was clear that The Awakened needed to now be taken seriously. They are disdainful towards the Black Berets and call any mutants who choose to work for them, "blood traitors." Reward for the Leader's capture - 1,000,000 NOA dollars.
    • Mario Carcano - A Italian immigrant who was disgusted with the NOA's takeover of America. He was friends with John Rockwood and his family before the nuclear war and he now is Rockwood's most trusted advisor. Apart from being an advisor, Carcano is also in charge of the Black Beret's spy ring - a series of informants and snoops who bring the Beret's vital information. He remains ever elusive to NOA forces and is a consummate professional. Reward for his capture - 800,000 NOA dollars.
    • Theo Jackson - One of John Rockwood's lieutenants. Would not have been very notable had it not been for one bold act that he committed. Always the ladies man, Theo Jackson decided to give the middle finger to the NOA by successfully charming, making love with, and then abandoning the Furher's own sister. The NOA makes up some BS about "being a threat to the New Order" for his presence on this list but everybody knows the real reason. Reward for his capture - 500,000 NOA dollars.
    • Lexi Rockwood - John Rockwood's daughter. She is quite devoted to her father and is one of his most trusted lieutenants. She has led a series of daring raids and even broke out of a NOA prison. She remains a thorn in the NOA's side and it is assumed that, in the case of John Rockwood's death, she will take over as leader. Reward for her capture - 500,000 NOA dollars
    • Kaboom A young assassin before the apocalypse, the nuclear bombs mutated this man to give him the power to spontaneously combust anything in his sight. It is very draining for him to use but, nevertheless, it makes him that much more lethal as a hired killer. He is a freelance assassin with no ties to anyone in particular. He has, however, earned himself a spot on this list for killing one of the NOA's men in charge of propaganda, as well as a series of other incidents. Reward for his capture - 200,000 NOA dollars.


  • Common Slang In The Setting (an idea I got from tricksterson)
    • Beast - Considered the "politest" way to address mutants in today's society.
    • Zoo People - Considered one of the most offensive terms for mutants to date. Even some Nazis don't use it.
    • Freakshow - Just a common street slur for mutants
    • Extraordinaries - a term used by mutant activists to describe themselves. Most consider just "mutant" to be acceptable as well but "extraordinary" is a bit more empowering.
    • New Order Of America - Has a variety of nicknames. Among them, Uncle Noah, Noah, N.O.A. , Arks (used to describe tanks), and goons (used to describe soldiers).
    • Coal Miners - Part of the Black Beret's secret code used to refer to themselves without fear of being overheard.

I wouldn't say "deflect" but I'll say it'll stop most small rounds. However, armor-piercing or larger rounds will bruise a rib by themselves and, if Toriar is hit a lot of times with them, his armor will slowly start to crack.

Sjan probably wouldn't be too well acquainted with everyone as she's only been around for a year and, well, would be disappearing a lot. tongue

Her teleporting wouldn't be tiring for anyone she takes with her, right? I was figuring it would just have a negative impact on her.

I kinda have this idea of a wild card: a mysterious serial killer, a grotesque mutant roaming the eartg who does not discriminate in who he/she/it kills. Im just not entirely sure if it can fit into the story or not

[up][up][up][up] I think it could fit, it's a dark setting after all. And having a sort of mutual enemy between us and the baddies could make for interesting plottiness.

[up][up][up]Sounds cool, I would feel weird rping with my brother... Though mainly because he really doesn't write anything other than reports.

Oh, if I seem to take a little longer posting (my first post or otherwise) it's probably because I have a lab and/or assignments up to my nipples. I'll be as active as possible, though.

Building onto that serial killer idea: what if the backstory varies from person to person, from urban legends to campfire horror stories to a(n allegedly) true reports, not even the NOA's most wanted list is the most reliable(because who the fuck relies on Nazi propaganda for information), with different motivations and such, no one even know what he/she/it supposed to look like. The only thing that is common among most of the stories is that most of the early murders came from Miami.

With that in mind, does it even need a character sheet?

[up] My brother is like a mix between a good friend with sometimes retarded jokes(that were sometimes funny) and a somewhat strict parent...while both of my parents are still alive. Wouldn't want it any other way.

Eh, my brother and I don't talk too much but get along fine. He's just too gruff to associate with his little sister, haha. He doesn't write for fun because he's severely dyslexic, mainly, to be frank.

Oh god, I just reread my character profile and I think I unintentionally made him a quintessential Canadian. No wonder he's so nice—Canada as we know it might be gone, but its spirit lives on in Nicolas.

@ Nman - Actually, your characters are all being stationed at a totally new outpost. No one has been in this base yet and the start of the RP will have you all on a bus enroute to this abandoned garage base. So some of you might know each other through past missions or whatnot but it's a fair bet that nobody knows everybody. I'll leave it up to you guys who knows whom.

@ Lt B Gob - No, your character would be the only one expending energy - however, I'd say it would be a bit uncomfortable and startling for whoever she takes with her - espescially if it's their first time teleporting

@ sgtpendulum - That serial killer character sounds like a great idea! I might just use it for an NPC if you didn't already have plans for it. Also, if any of you guys have ideas about the setting or new enemies for you all to fight, feel free to submit them in this thread. This is your world too so it seems only fair that you guys get a hand in building it.
