Switch online is free until around August I think, when it switches to a Xbox Live or Playstation Plus-style annual fee.
There's no new Testfire schedule, so you may have to go with our comments from Testfire 1 to see how online was for Splatoon 2.
tl;dr for me: It felt great when it works. There's a bunch of disconnections, but I am inclined to believe it wasn't any fault of the servers and it was from people with terrible connections.
