It is because the Age of Majority (adulthood) for many privleges in America, is 18. In a culture where the Age of Majority would be 14, then I believe a 16-year-old would not count.

Ah, now that's easier to understand. Re-reading the description, I can see the second paragraph does mention minors, but it didn't leap out at me that the significant issue was "minor versus adult" (in terms of the Age of Majority being the boundary).
On a plus side, it's also easy to double-check with an Internet search what the Age of Majority is for most countries - and the other wiki also keeps a nice handy little list of global Ages of Majority.

The trope description says that examples should be younger than 12th Grade. However, not being American, this term doesn't mean anything to me. Please could someone clarify what age 12th Grade actually is?
Would it be possible to amend the trope description to actual age range rather than a school year naming convention that people from other countries might not understand?
