I'm thinking about this idea that involves SOG operatives.
But the problem is that to have the appropriate gear, I'd have to go to Caliber 4.
Then go Caliber 4. There's nothing wrong with putting level 1 Operatives on a Cal 4 mission. Heck, I think my very first mission I ever played in Spycraft was Caliber 5. It just means that the stakes are higher, the consequences more severe, and the job more difficult.
But they're Operatives. They can do it.
Also remember that several of your players may have class abilities that allow them to bump up the Caliber for purpose of Requisitions. The Infiltrator, the Wheelman, the Hunter, and I want to say the Faceman all have the ability to requisition higher-level gear, because it's expected that they need it.

I myself am thinking running a game, but I'm having problems.
