They way it's phrased implies that their writing process was the same as their other games. They've never made the games with a rating in mind, and this one happened to go over the M line. That says to me that they aren't doing anything drastically different from a creative standpoint. That means they're not going to suddenly ramp up the amount of blood, or anything else that would obviously drive up the rating. Having stuff they were previously keeping off-screen be on-screen would be one of those.
And I'm not really seeing the changes you're talking about. It really doesn't seem that different.
I'm not really reading anything in regards to comparing the production of this game to the previous ones there - if anything, the released statement would arguably imply that they see each game as an separate experience/development and expand from there, as for each time they spend a lot of time focusing on individual process of designing the game itself rather than comparisons - or, at least, that's how they approached it this time.

"The difference between reality and fiction is that fiction has to make sense." - Tom Clancy, paraphrasing Mark Twain.Reminds me a bit of the creative process to Tobe Hooper's The Texas Chain Saw Massacre 1974; the film was made not explicitly with a rating in mind, but trying to avoid the typical trappings of an R- or even NC17-rated film (it came in a time where PG-rated films would still allow for quite a bit of leeway in terms of graphic content). Yet it ended up with an R-rating nonetheless, because it was just too fucked up, despite its lack of gratuitous violence.

Arkham Knight is rated M? That's surprising.

I liked John Noble's performance here a bit better than in the first trailer. Still would prefer the voice from the first game, though.
I am really beginning to believe that they're gonna pull the same stunt from Arkham Origins again, in regards to the main villain (who this time happens to be Scarecrow) turning out to be the Joker in disguise. It's weird that not only did Scarecrow's voice change, and to a tone that Mark Hamill might be able to pull off, but so did his mannerisms and appearance. Notice how his eyes and face seem decayed? I think Joker was either brought back with the Lazarus pit screwed up the job, or someone else brought him back as a corpse, similar to Solomon Grundy.
Plus, given that the scarecrow is all about fears, and that Batman happens to fear Joker somewhat due to his incredibly destructive behavior... it sure would scare the crap outta Batman if he popped up one last time in the finale.
Joker was cremated. There's nothing left to throw in a Lazarus Pit.
It's not that weird that they cast a more prominent actor to play Scarecrow when he goes from being a nuisance to the Big Bad.

Comic books and videogames have come up with lamer and weirder justifications for comebacks in the past. Such as sudden, last-minute body swaps, clones, magic suddenly bringing back the dead, etc.
It all depends on whether the writers feel confident enough to carry the story on without Joker's influence, save possibly for in flashbacks, or if they feel he's too invaluable to discard. Which, personally, I'd feel would greatly subtract from the significance of his death, since he almost never dies in the DC mythos.
Also if I remember correctly Scarecrow fell into Killer Croc's lair at Arkham Asylum. that would justify his new appearance and voice.
Though I could see them using Joker in a fear toxin induced hallucination.

Of course Joker's going to have a huge influence on the story. But he doesn't need to be alive or an active presence in it to do so. I don't believe Rocksteady would kill him if they didn't plan to deal with the consequences of that at some point.
On top of that, there's the clues in Arkham City. It doesn't make sense for Joker to be Scarecrow in Knight, because we know that this has been the real Scarecrow's plan for a long time.

It didn't strike me as being that different from her old one.
I was honestly just happy she was there. It's nice to see that when they said all of Gotham's villains were in on it that they didn't just mean the Harly/Two-Face/Penguin mob boss cabal. Ivy was one I thought might've been lost in the shuffle.
Ivy definitely had a noticeable redesign in this game, but imo everyone looks way better in this game than they did in previous ones.
I miss Dino Andrade's Scarecrow too (I think he might even be my favorite actor to portray the character), though I can understand why they changed him, I suppose. Kind of like how they brought in Jeffrey Combs after they redesigned him in The New Batman Adventures.

For starters she has Caucasian skin instead of green skin. Her hair is not NEARLY as bright red as it was in the previous games. And she looks completely different face structure wise. She looks like a completely different person.
Yeah everyone else looks amazing.
Thats my theory. I mean you can clearly see the kitty claws on Two Face's "Good" side.

The report about the M rating we're talking about said that they focused on making the story/game they wanted to first, and the rating second - so they were surprised when they got a M because they weren't really caring about that sort of thing.
So far, it does look like they're changing quite a bit up in terms of portrayal and tone - if the trailers are any indication, anyway.
