Compare JYB's 46 games to Nolan North's 139 and Troy Baker's 119, both of whose credits include some of the biggest franchises in gaming.
I don't think Hamill wants to come back. He decided to retire from the role after City.
Also he's probably busy with Star Wars.
He said he was probably going to retire the role, because he didn't think they could top City. So I guess it depends what they offer him.
And it would have been recorded months ago. Last year, probably, since the game's existence was suspected thanks to Kevin Conroy talking about recording for Batman after Origins was announced.
Remember, it was originally supposed to be out only a month from now. All voices would have been in the can long before Star Wars was filming.

Because me? If I voiced a character as popular as the Joker, and got a warm reception for it, I wouldn't drop that role until the day I died.
Maybe it's the Joker's mindset, and having to get mentally prepared for the role, that's causing some unrest. It's just, look at the guy who voices Optimus Prime - I think he's voiced Optimus in just about every iteration, even the crappy ones. He loves that character.
And another thing I don't get is: I remember a quote about Hamill saying that Asylum would be his final time voicing the Joker. Then, surprise, he's in City - but this is really his last time as the Joker. Because the Joker dies. Symbolic.
But then he turns around and voices a bad guy in Generator Rex, another character in Ben 10, and I'm certain I've heard his voice in a number of other shows.
Is he that bored with the Joker he'd just want to retire the voice? Fair enough I suppose - whoever voiced Joker in Arkham Assault did a wonderful job, and I don't mind Troy Baker in Origins.
EDIT: Oh is that what he said? Okay. That's a little cocky. I mean, I didn't like Origins (so much so I nearly leapt from my seat when I found out Rocksteady was taking back the reins for Arkham Knight), but I wouldn't say City was so pure that you should never voice the character again.
Example, Peter Cullen voices Optimus even in some of the shittier continuities. If there's one consistently good thing in Transformers, it's that Optimus will usually have some badass lines.

Akira Toriyama (April 5 1955 - March 1, 2024).I don't think he's bored. He's a very prolific voice actor, and he's doing Star Wars right now, and does occasional live action appearances in stuff. I'm pretty sure he just considers Arkham City a fitting swan song. You always want to go out on a high note, and damn was Arkham City a high note.
I guess that makes sense.
City did feel like a "proper ending" to the Batman Animated Series, without it bleeding into the Justice League universe or Batman Beyond.

The direction that the Arkhamverse took with these characters is how I'd imagine the Batman TAS taking them, provided they had the creative control they did with Mask of the Phantom and Return of the Joker.

And of course without the whole "turns out he really is alive, and part of the time you were facing him he was genuine" bit.

It'd be a golden opportunity to bring Joker back in a believable form. The Sherlock TV series did a similar thing with their version of Moriarty.
