“Lord Bill, I’m afraid that I still don’t understand this plan,” said Lanette as she stared at the fossils in her hands.
“My last plan worked better than I hoped,” replied Bill. “We have to take advantage of that. The Voices chose the perfect vessel to be the next twitched one. Alice, or ‘A the Second’ as she has started calling herself’, will be less influenced by their desire to harm me. I do not know how much o the previous A is in her, but it doesn’t matter. She is effectively just another voice. What’s more, the Voices are confused. They do not know if this is the past or the future of Camilla’s defeat of Wallace. Planting these fossils will add to their confusion. It is one of their weaknesses and I will take advantage of it. ‘Choice’ is another of their weaknesses. The Voices are not unified. Presenting them with a choice will divide them and that tends to result in their greatest mistakes.”
“But won’t you be granting them a powerful, divine ally?” Lanette tilted her head.
“Of course not,” Bill scoffed. “Helix’s chaos has led to pokemon looking like completely different pokemon until one closely examines them. The real Helix is scattered throughout Kanto and the real Dome probably looks like a completely different fossil.”
Lanette’s eye brightened. “So, this is a trap? Are they actually bombs or something?”
Bill scowled. “I thought that I’d made it clear that Alice is to remain unharmed. I am patient. I can wait until the next twitched one is chosen before collecting the Voices. I will grow more powerful in the meantime. These are real fossils. I don’t know which pokemon they contain, but exposure to the Voices will certainly make them worthy additions to my collection.”
Lanette bowed. “Very well, my Lord. But what of your other plan? Have you not attempted to become a pokemon before?”
“Yes,” said Bill as he gazed into the distance. “I had not perfected the process. Red and the Voices did not consider me an enemy at the time and they rescued me. This will eventually add to their confusion.”
“And you have perfected the process?” Lanette tilted her head again.
“Probably not yet. I still have some kinks to work out, but it is still safe, if disappointing.”
“But the Voices hate you!” Lanette wrung her hands. “What if they use this opportunity to destroy you!?”
Bill began counting on his fingers. “Firstly, I have you to help me out of any sticky situations. Secondly, I know Alice. She is strong and won’t let the Voices completely destroy me if she can help it, even if she does disapprove. Thirdly, I have studied the Voices’ weaknesses. I do not understand the reason for all of them, but they clearly exist. They cannot directly attack a human who has no pokemon on their person. The worst they can do to a pokemon is to faint them, which will simply require you to take me to a pokemon centre. They are also unable to capture a pokemon which belongs to another trainer, so we simply have to register me as belonging to you.”
Lanette bowed. “It will be an honour, my Lord.”
Bill smiled. “Things will be very interesting for the Voices this time.”

I've got the random seed for the wild pokemon narrowed down to 90 possibilities but I've used all the available route data. I think I'll have to tweak the code so I can take into account the Mt Moon data too.
Edit: Well that was a bust. I've now narrowed it down to 0 possibilities. I keep running into inconsistencies in the data.

I don't think the stream will come back until the streamer wakes up. It's Michael Catson all over again.
They didn't really have a chance to do it without Democracy anyway.
“Well!” said Bill as Lanette helped him to her feet. “It’s a good thing you were here to let me out! It seems that the Voices have developed a taste for cruel and unusual punishment.” He giggled. “I didn’t think that Alice would go with that, but at least she restored me eventually.”
“Are you all right, my Lord?” asked Lanette.
“I’ll be fine,” he said. “It seems that I was right and the process is not perfected yet. But that’s all right. I didn’t want to be a clefairy anyway.”
“But you still want to give yourself a new body?” asked Lanette.
“Of course!” Bill spread his arms. “If I am to collect gods, I need a body that is godlike, or preferably, even greater. And absorbing godlike power would only destroy a human or ordinary pokemon’s body.”
“Then what body will you have, my Lord?”
Bill paused and stroked his chin. “We knew about the ‘gods’ Helix and Dome, but it seems as though there are similar beings trapped in other fossils. While we were in Hoen, I heard rumours of the gods ‘Root’ and ‘Claw’. Using Helix and Dome for this goal is no longer feasible considering their relationship towards me. But, some friends think that we might be able to replicate and genetically enhance one of these fossil ‘gods’ into a ... ‘fossilgodtwo’ type of being. Once I have perfected my experiments, I will use it as my body and have a greater form of immortality than even the Voices. Of course, it is too risky to finalise these plans while Kanto is subject to Helix’s chaos. I will have to wait until Alice restores order before creating the true form of this ‘fossilgodtwo’, but this is the perfect time for experiments. And once I am ready to create and inhabit this god, I will have the power to stop the Voices. I will collect pokemon, humans, these Voices and all the regions of the world.”

Nope the Larvitar had Keen Eye. And Horsea could get Huge Power (or Pressure).
Even unluckier, Machop actually had two abilities - Stench and Truant. Guess which one we get.

“Oh, people are a lot easier to confuse and control now,” said Bill. “It was really amusing to convince Brock that his new ledian and venonat were rock pokemon. It was a good opportunity to collect hi old pokemon and let new ones get exposed to the Voices. While the joke wasn’t quite as funny on repetition, it still didn’t go stale. And I have lots of money in my collection. Sometimes one has to trade parts of ones collection for the opportunity to add something else.”
“I still don’t get why you’re supporting me,” said Giovanni as he frowned. “We both steal pokemon. If anything, we’re competition.”
Bill waved a hand. “Oh, you can go on using your brutish methods and I’ll stick with my own. The more pokemon you use to delay Alice, the happier I’ll be. Just remember to act as though you never met Red.”
“Isn’t she your-“
“When it comes to what Alice is to me, this is all you need to concern yourself with: Delaying her will make me happy. Harming her will make me very angry. You don’t want me angry, Giovanni. All the twitched ones are special to me. Any one of them would have been a worthy addition to my collection. But Alice is even more so. Once the Voices have left her, I wish for her to join me in immortality, once I discover its secret. The Twitched one has no need for food, water, sleep, rest or medical attention. This is already a large improvement, but it is a temporary solution. Besides, I wish to collect a future Twitched one at some point and as patient as I am, I’ll need the Voices to move on before then.” He grinned.
“And what about me?” asked Giovanni, his expression dark.
Bill leaned back in the chair. “Well, Giovanni, as wonderful a specimen you would make for my collection, as I said, sometimes we must trade for the opportunity to acquire other specimens.”

Bill rolled his eyes and turned to face the pokemon. “Yes? What is it this time?”
“You’ll never believe it, Boss! A’s gone to this spinny tile place! Where she spins! A lot! And stuff!”
Bill blinked. “I’m well aware of this already.”
“Whaaaat!?” squealed Zigzagoon.
“You really seem to be proving yourself to be the most useless pokemon I’ve ever stolen. And I have some idiot’s level hundred feebas from before the spread of Helix’s chaos. I might have actually made things easier for the Voices by collecting you. At least Digrat was occasionally useful to Red.”
“But Boss! I’ve been telling you what I’ve seen!”
“Nothing useful. Now head back. Having you collecting useless information is preferable to having to listen to you. I really hope that I can get something better from Alice soon.” He lifted a file with a picture of a sandslash, a masquerein, a squirtle, a nincada, a wooper and a swablu. “Yes. These look more promising. Now to be patient. I have had plenty of practice with that.”

“I’m back, Lord Bill!” panted the man as he leaned against the doorframe.
“So you are, Miguel,” replied Bill as he swivelled in his chair to face his visitor. “Please avoid spreading that cave dust onto the carpet. As you might imagine, it is quite the collector’s item.”
“I thought you’d want me to report back as soon as I left the cave,” Miguel protested.
“I did. And yet you still managed to be late. What happened?”
“That cave is a death trap! I was chased around by wild pokemon for ages! And after Alice beat me, I had nothing to defend myself with!”
Bill inclined his head. “Fair enough. What is your report?”
“She took the dome fossil, Lord Bill.”
Bill raised an eyebrow. “Mind showing me the helix fossil as proof?”
Miguel scowled and pulled the fossil out of his pocket.
Bill smiled and leaned back against the chair. “It seems that Alice takes after me in more ways than just intelligence, curiosity and love of pokemon.”
“Yeah, she was looking at everything as if it was really fascinating to her and making notes in a journal. Can I go now? I have the fossil and I want to take a shower. You can transfer the rest of my payment electronically.”
Bill bit his lip. “I’m afraid that there’s a slight problem with that. That fossil has been exposed to the Voices. Whatever pokemon revives from it now belongs to me.”
“We had a deal! You said that I’d be able to keep the other one!” yelled Miguel as he pointed at Bill.
Bill pressed a button and a robot arm bearing a sinister tubular object descended from the ceiling and pointed at Bill. “And so you did. Until now. But don’t worry. You’ll probably see it often. You see, you’ve also been exposed to the Voices. Twice now. You also belong to me.” He pressed another button and an ultra ball fired from the cylinder, smacking Miguel in the forehead and absorbing him. The ball disappeared in a flash of sparks.
“Captured wild HUMAN!” said a message on Bill’s screen. “Give a nickname to HUMAN?”
Bill typed in a few commands and the screen responded with, “Miguel was sent to Box 2834.”
“You’ve already brought me a lot of pride, Alice,” said Bill. “Now bring me some more pokemon.”

The characters page keeps mentioning some 'leaks' revealing the pokemon that will be resurrected from the fossils.
Anybody knows where one could go read them?
They're on the Reddit thread, but there's been a lot of backlash against them.
I found the original spoils thread, but most of them has been deleted.
I suspect storyyeller here would be able to tell you what any given Pokemon is, was, or could be.
We're trying to trade a nidoran for a mew! That has to be the best trade ever!
