Advisor: The Game - First Round of the First Cycle of the First Game

I came up with this idea when pondering a particular scene in yet another of my stories. P Cs are advisors to an authority figure who holds [B][B]the[B][B] primary political position in a given society. There can be others, but he or she is in charge... for now. This can change in the course of one game depending on how long it goes on. Before the game starts, there are things which must be determined:

1. What is the context? That means the setting in which the game takes place. For the first round of the first game, the context will be 17th Century France with the War of Spanish Succession on the horizon and an ambiguously supernatural undercurrent occasionally surfacing. By that I mean there are weird goings on influencing the course of events and it's not entirely clear whether the source is magical or mundane. Before anyone calls me out on that, I'd like to note that weird goings on were not always blamed on the Devil in the 1600s. They could also be said to be from God, and since the Scientific Revolution was underway (still in it's infancy, though) by the time this game starts there would be people from the walks of life educated enough to think in such terms more inclined to seek a naturalistic explanation. There's always the possibility that it's really borne of science and technology so advanced as to be confused for magic, but that won't enter into the P Cs minds at first. Depending on the circumstances, word of odd goings on might be dismissed as the madness or lies of the witnesses themselves.

As for setting elements which would influence political decisions That's one of the things I'd like to discuss here.

2. Who's in charge? This is 17th Century France, and Louis the XIV is King. Here I'll need to know how the GM would properly play his role, since that's who will be for this first game.

3. Who are the advisers? Quite honestly, that's for the players to determine.

4. What is the scenario? A scenario is -simply put- an issue on which the advisers have been called together to advise the authority figure. In multi-scenario game, decisions made to deal with previous scenarios affect the course of later event which affects what scenarios will likely follow and what sort of advice the authority figure is likely to follow. When it's time to play the game I'll fill you in on the first scenario. Yes, it will involve predictions of the future. No, time travel would not be an obvious conclusion to the people of the 17th century.

Each game can for however many cycles the players want. How many rounds a cycle has must be decided beforehand. As for how each round works.

First, the authority figure tells the players what scenario they must deal with that round. Given that the GM is the one playing the authority figure, he obviously comes up with the scenarios.

Second, the advisers give their suggestions and if/when they are so inclined argue against other players' suggestion. The GM/Authority figure can ask questions to any one of them if he so wishes, and when the discussion has gone on long enough he decides which proposed response he likes best. Whether a response is a solution. This is not something which should be GM fiat. I'd actually prefer a mathematical approach, but am not sure what factors would be at play here.
