See About Images And Copyright...unless we get a takedown request, we're not under an obligation to get the artist's permission. Now, that said, if we can get a link to the original image then putting it in a caption would be a good move.
If this is a standalone art piece, this could be considered the "whole thing". The administrivia is really unclear about internet artwork.
I'm not sure how we would even name an internet artist without linking to them either. If it isn't a well known artist, we wouldn't be able to find them by googling.
The reason this seems so problematic to me is because we don't know if any of these factors are in effect, because we don't have a source.

Don't sweat it, people have made far worse mistakes in here. 
I'll go ahead and lock this.
Copyright reasons... Many artists are NOT okay with people using their work without permission. And this page does not even give any sort of source, which is a big no-no. Considering it's from the internet and not from a manga, that makes the situation stickier because that means the only way to credit the artist is to link to him. And obviously that's not an option so I decided to take this back to image pickin'. Even if we somehow found the source (which I don't know) and asked the artist I highly doubt he would approve.
