To sum up the thread: because the Quatrich image doesn't even imply that he's a ranked officer in the slightest (or even part of any formal military... he could just be a gun for hire in that image), thus not terribly illustrative. If you could find an image of him that indicates that, then we can treat this as a suggestion.

Why was the image changed, from Miles Quaritch, to the picture from Full Metal Alchemist?
