What does it entail in relation to a leviathon attack?

So, located on the underside of Shaleden are a series of Leviathan eyes - stitched into the Leviathan skin that covers the bottom half of the city and thus gives it greater buoyancy (as well as making it rust resistant and extremely durable): these peer out several kilometres out in every direction. Along with radar and satellite imagery, they allow the Defence Council (the small group of extremely experienced, high ranking military officers that coordinate everything) to predict roughly when Leviathan attacks will occur, and what they'll be facing.

Once a Leviathan attack becomes unavoidable (because the Leviathan has sensed them and has realized that Shaleden is a city, not a Leviathan) their forces are scrambled: generally, drones are sent to help gather more information. Depending on how powerful it is and what abilities it starts to show, the city may fire its own cannons - including the massive frontal cannons that once succeeded in slaying a Titan class Leviathan at extremely long range, before any other forces engaged it.

Long story short - Behemoth's are the last resort, due to how costly they are too maintain and the risks involved if they lose control. Problem is, the nature of Leviathan attacks is that the 'last resort' is often the only resort that actually works. Leviathan attacks may happen every few days: and, stranded in the middle of the Pacific ocean? Every few hours, though only the stronger ones will be able to get past the city's stationary defences.

So, a tactician in control of reconnaissance, and convential weapons attacks like canons and whatever else their is?

Also!

I have a question, to those still interested: should the RP start as it was (with Shaleden being stranded in the middle of the Pacific), or should it instead start off on the beginning of its recent voyage (departing from Shanghai on a voyage to the city of Valpo (in Chile)) - with the whole 'disastrous attack that strands the city' being a potential plot route if the players don't succeed?

@Eventua: That depends on if you want to things to lean more toward Pacific Rim or Evangelion. If the former, it should begin at the beginning of the voyage. If the later, we should already be stranded.
